When young girls started disappearing in Belgium in the 1990s, police suspected one man. They had good reason to suspect him; his own mother had reported to the police that he was keeping girls prisoner. 

One look at his record told the police that he had a prior conviction for kidnap and rape of multiple women in the 80s. He had been released on parole in 1992, at the same time that missing girls started to be reported at an alarming rate. 

Still, despite all this evidence, it took the police an unexplainable amount of time to bring this man to justice. When they did, he had already kidnapped and tortured six women, four of whom he had killed. 

He claimed that he had not been working alone but was part of a larger paedophile ring that included many powerful and prominent people.
